€14,925 per annum, plus Cost-of-Living Allowance – COLA.

About the Role
The J4 Transport Payments Clerk will be responsible for maintaining, managing and processing transport invoices and submitting payment requisitions through the Contracting, Purchasing and Finance system.
The successful candidate will act as the main point of contact within the assigned Transport Area of Responsibility for advice, information and communication relating to invoicing, payments and contracted transport services.
The role involves working closely with contractors, internal departments, budget managers and other stakeholders within J4 Transport.

- SO2 J4 Transport
- Command Master Driver
- WO Transport
Main Duties and Responsibilities
- Manage invoicing and payments for J4 Transport.
- Receive demand information, claims and vehicle off-hire details from the relevant Transport Clerks.
- Review demand and claim information to ensure that it is accurate.
- Confirm that invoiced amounts correspond with the relevant demands and claims.
- Receive invoices from contractors.
- Upload and process J4 invoices through the Contracting, Purchasing and Finance system.
- Submit payment requisitions.
- Request financial authorisation from Budget Managers.
- Liaise with contractors and internal colleagues to resolve discrepancies.
- Handle enquiries, issues and complaints relating to charges.
- Understand the financial terms and conditions of the relevant contracts, including limits of liability.
- Carry out administrative duties relating to contracted transport.
- Prepare monthly and ad-hoc financial and operational reports.
- Forward reports to the relevant Authorising Officer or Delegated Officer.
- Maintain accurate electronic and administrative records.
- Act as the main point of contact for the exchange of information within the relevant Transport Area of Responsibility.
- Build effective working relationships with contractors and stakeholders.
- Undertake deputy postal duties for Headquarters British Forces Cyprus.
- Receive and distribute mail when required.
- Carry out other reasonable duties assigned by the Line Manager.
- Follow British Forces Cyprus Equal Opportunities and Health and Safety policies.
Essential Requirements
Candidates must:
- Be eligible to undergo and successfully obtain Security Check Clearance.
- Have lived in the United Kingdom within the previous five years for a sustained period, as required for Security Check eligibility.
- Undergo and pass the required security and police checks.
- Provide a clean criminal record certificate and a sex offenders certificate issued by the Republic of Cyprus, where required.
- Successfully complete all mandatory training listed in the job description within the first six months of employment.
- Have a good working knowledge of office-based information technology.
- Be able to use Microsoft Word, Excel and Outlook.
- Be familiar with electronic filing practices.
- Be able to communicate effectively in English, both verbally and in writing.
- Provide suitable professional references.
- Be prepared to drive an authorised Ministry of Defence vehicle.
- Be prepared to obtain or maintain the required FMT600 driving authorisation.
- Be willing to attend meetings across the Western and Eastern Sovereign Base Areas and, occasionally, within the Republic of Cyprus.
Desirable Experience and Knowledge
- Knowledge of invoicing and finance
- Knowledge of Ministry of Defence transport procedures
- Experience liaising with contractors and stakeholders
