Essential & Desirable Criteria for the Role
Important Note: Details on the role can be found on the Job Description which is at the end
of this document. These criteria are part of the assessment criteria and will influence the

Essential 1. You must undergo and pass as security & police check. If you are found
successful, you will be requested to provide a Clean Criminal Record and a
Sex Offenders Certificate issued by the Republic of Cyprus.
2. School Leaving Certificate.
3. Strong organisational, administrative, financial control and analytical skills.
4. Demonstrated ability to work independently, exercise judgement, prioritise
competing demands and make recommendations within delegated authority.
5. Proven ability to manage confidential information appropriately.
6. Ability to identify risks, maintain accurate records, analyse information and
produce clear written reports for management use.
7. A good knowledge of office-based IT is needed, including Microsoft Office
packages (Word, Excel, Outlook) and electronic filing practices.
8. The ability to communicate in English both verbally and in writing is an
essential part of this role.

10. Be prepared to self-drive an MT vehicle (and prepared to maintain or obtain
FMT600) to attend meetings across WSBA and ESBA or occasionally in the

Official Language
The official language of the Sovereign Base Areas is English and consequently English is
the official language of British Forces Cyprus. All documents are to be completed in this

Brief Description of Role
The Prison Support Officer is responsible for the independent delivery, coordination and first-line
assurance of core administrative, financial and operational support functions within the SBA Prison
Service. The post holder acts as the primary point of control for prison administrative systems,
financial processes, prisoner payment administration, operational support arrangements and
rehabilitation programme coordination.
The role requires sound judgement, discretion, initiative and the ability to make evidence-based
recommendations within delegated authority. The post holder works with a high degree of
autonomy within established policies, procedures and financial controls. The post holder is
expected to resolve routine and non-routine administrative, financial and coordination issues
independently, referring only matters involving policy, significant financial implications or novel
operational concerns to senior management. The post holder ensures that prison management
receives accurate, timely and reliable information to support operational decision-making,
governance and compliance. The post holder identifies administrative, financial and coordination
risks, proposes practical mitigations, and provides advice and recommendations to prison senior
management. The quality of the post holder’s work and recommendations can affect SBAA
governance, service delivery and organisational reputation.

• Act as the principal administrator and first-line assurance
officer for designated prison administrative and financial
records, ensuring accuracy, completeness, audit readiness
and appropriate retention.
• Provide first-line assurance to prison management that
administrative systems and processes are operating
effectively and in accordance with SBAA policies, procedures
and financial controls.
• Identify administrative, financial or coordination risks,
resolve routine issues within delegated authority, and
escalate matters with clear recommendations for mitigation
where senior decision is required.
• Support inspections, audits and reviews by coordinating
evidence, responding to information requests, maintaining
documentation standards and tracking agreed follow-up
actions to completion.
Administrative and Financial Control

• Exercise delegated responsibility for the management,
validation and quality assurance of staff attendance, leave,
overtime and IRR records, identifying discrepancies and
ensuring timely correction.
• Maintain and oversee restricted duties records and
databases, ensuring data integrity, confidentiality and
appropriate access controls.
• Administer, monitor and scrutinise Government
Procurement Card activity, ensuring compliance with financial
instructions, propriety, regularity and value-for-money
principles.
• Manage low-value purchases and forward planning for
operational requirements, advising prison management on
emerging needs, priorities, risks and budgetary implications.
• Prepare, validate and submit documentation for monthly
prisoner payments, resolving routine queries and acting as
the primary liaison with the Pay Office.

Operational Coordination and Support
• Coordinate, monitor and assure arrangements for
prisoners’ meals, special dietary requirements and 15%
operational catering needs, escalating risks or service issues
as required.
• Manage interpreters’ fee processes, ensuring accuracy,
timeliness, budgetary control and compliance with local
administrative requirements.
• Lead on building custodian coordination tasks, including
preparation and submission of Statements of Need (SONs)
and Low-Value Work (LVW) requests, monitoring progress,
challenging delays and reporting outcomes to prison
management.
Rehabilitation Programme Coordination
• Independently coordinate the scheduling, administration
and communication of prisoner rehabilitation programmes in 20%
liaison with the Prison and Probation Service and partner
organisations, ensuring arrangements are practical, timely
and properly recorded.
• Ensure rehabilitation timetables and programme information are
accurately produced, updated and communicated to prisoners and
staff.
• Support prison and probation management by identifying
administrative barriers to rehabilitation delivery, analysing
options and proposing practical solutions.
Data Management, Reporting and Performance
• Maintain prison administrative and financial databases,
ensuring data quality, security, confidentiality and usability for 10%
management assurance and reporting purposes.
• Produce, analyse and interpret regular and ad-hoc
management information, reports and statistical returns,
identifying trends, emerging risks, performance issues and
opportunities for service improvement.
• Provide advice and recommendations to prison
management based on analysis of operational, financial and
performance information.
• Prepare case studies, briefing material and analytical
summaries for senior management and external
stakeholders, ensuring information is accurate, appropriate
and clearly presented.
